Overview of Policy
Educare For All
The American education system, today, is both a moral travesty and our number one national security issue. That we have so miserably failed the children of this country runs counter to the basic societal promise that all people are created equal. And it is high negligence and great folly to have so few highly educated people in this country.
Educare For All is a policy proposal to modernize American education and to instantiate the right to a high quality education for all American students. It is a national education single-payor program designed to provide every student in the United States with the services they need in order to be successful in school from preschool up through high school. Specifically, it will replace the attendance-based state funding with fee-for-services national funding. Educare covers these educational services:
- School Enrollment
- Course Enrollment
- School Meals
- School Supplies
- Mentoring Services
- Tutoring Services
- Test Prep Services
- Special Education Services
- Academic Counseling
- Mental Health Counseling
Educare For All will exist purely as a fee-for-services single-payor insurance. Educare For All does not provide any education services. Instead, Educare For All establishes minimal definitions for services and reimburses participating programs for those services. Educare For All covers the cost of education services that have been determined as necessary by the education team for the interest of the student, with the permission of the student’s family. It will not dictate “how” education services are delivered. It will not provide rules that may deny the educational needs of a student as determined by that student’s family and education team.
Educare For All will exist purely as an "academics only" program. Educare For All does not reach beyond the scope of the academic needs of a student. Educare For All has a built in respect for the sanctity of every student's family and orients publicly financed schooling solely around providing each individual student with the tools and support they need to become a highly functional and educated citizen.
Bipartisan by design
Compromise is Required on both sides of the aisle.
Educare For All was designed in deep consideration for the great and diverse peoples of our nation. It was designed to address the socio-economic inequity that is our current education system. It replaces education by zip code and property tax with a truly moral and equitable approach. It does so by mirroring the very successful single payor health insurance program for the elderly called Medicare. In this way it allows for small education services, businesses, and professionals to participate, activating a wider diversity of solutions and educational strategies. It is a national resolution by the people to ensure individual educational outcomes for each student up through high school.
We MUST treat our children with more dignity.
Educare For All is a truly bipartisan solution that seeks to solve our most pressing moral and national security issue of poor education by capitalizing on the great cultural strength of America... diversity of solution. Public schools and private schools may all participate. Third party service providers may participate. Educare For All engages the larger free market of public and private options to deliver and develop the best solutions by progress rather than dictate.
Phased Roll-out and Optional Opt-in make for a smooth transition.
Roll-out of Educare can be phased in on a state-by-state, county-by-county process. For those counties and states that do not wish to participate in education reform, they will not be required. For those public and private schools that do not wish to participate, they will not be required. This allows for persistent opposition to remain while the rest of the adults in this country get our act together and do the moral and intelligent move to bolster our people and secure our economy and security. In the specific spirit that "all people are created equal" Educare For All will not allow for supplemental insurance in addition to its single-payor insurance structure.
